An instruction on obligation on children to attend school issued by County School Board
Comment: By an ordinance of Ministry of Religious Confessions and Public Enlightenment issued on the 20th of April 1923 in area of Warsaw voivodship a school duty was introduced.
• for all children born in 1916 (i.e. seven year old children),
• for older children, born in 1910-1915, who attended classes in school year 1922/1923 and are going to be subject to a school duty at least in a next year,
• for children who will be ex officio enrolled for school.

According to regulations which introduced school duty enrollment for school were taking place on the 29th, the 30th and the 31st of August every year. In each public school a control of children's attendance was carried out. Teachers were obliged to keep a register of daily absence of pupils. On the last day of every month a school principal presented a list of children who had been absent without important reasons to School Inspection. Reasons for absence were checked by an entitled delegate of School Inspection who was reprimanding parents for not taking care about school attendance of their children and admonishing them to obey regulations on a school duty. At the same time a delegate was obliged to explain to parents what consequences they could take for their negligence.
Parents or tutors who tried to hide a child from enrollment for school or with no justified reasons did not send him to school were subject to penalty of arrest or fine. Penalties for neglecting a school duty were imposed by School Inspection. (Grazyna Matejuk)
