Comment: The presented document is a speech of the Polish king and the emperor of Russia Aleksander I Pawlowicz Romanow, prepared for the opening of parliamnet on the 1st/13th September 1820. In brief words he addresses the Poles telling them to put their trust in him and to exercise their rights and liberties. He also tells ministers to take care about matters of the country and its people. He then says that the times are difficult for both the ruler and the subjects, who should stick to the right and righteous way while the ruler should take care of their safety and "prevent every evil". In the last paragraph he mentions fraterly bonds connecting the Poles with Russia "forever", which was supposed to strengthen "ubreakable partnership of Happiness of our Two Homelands".
